Deaf cultural program will be part of ALA Midwinter Conference;

The event will be held Jan. 23 at the Dallas Central Library

DALLAS – In her 35-year career with the library, deaf advocate Alice L.
Hagemeyer has always been passionate about reaching out to other deaf
people. On Jan. 23, Hagemeyer will join Alec C. McFarlane of Silver Spring,
MD, and Grant Laird, Jr., of Garland, CEO of the Deaf Network of Texas, to
celebrate Deaf Legacy and Texas at the Central Library, 1515 Young St.

Their presentation from 6 to 8 p.m. is part of the American Library
Association’s Midwinter Conference being held in Dallas Jan. 20-23. It is
being held in partnership with the Friends of the Dallas Public Library Inc,
Deaf Action Center, Texas Association of the Deaf and the National
Association of the Deaf.

McFarlane, who has worked with Hagemeyer on the Bridging Deaf Cultures
presentation series for three years, will highlight deaf cultures and
organizations serving the deaf in Texas. Laird will pay tribute to “Deaf”
Smith, Texas deaf folk hero on the 225th anniversary of his birth.

Hagemeyer said she wants to see local people joining with the nation’s
libraries to celebrate deaf education and sign language while paying tribute
to the founder of the first school for the deaf in the world, Abbé Charles
Michel de l’Épée, in honor of his 300th birthday celebrated in 2012.

The program will have ASL/voice interpreters.

TAD board meeting on January 14 at Vaughn House in Austin

TAD board will kick off the year 2012 by having its regularly quarterly meeting at Vaughn House at 1:00 PM until 4:00 PM on January 14.  Public is welcome and comments may be given prior to the board meeting.   Any questions, contact Presidents Larry D. Evans at larrydevans39@gmail.com.

Job Description:
Under the direction of the Assistant Commissioner of the Division for Rehabilitation Services (DRS), the Director is responsible for leading the day-to-day operations of the Office for Deaf and Hard of Hearing Services. Administers and directs Deaf and Hard of Hearing Services programs and activities which include communication access services, advocacy services, telecommunications assistance services, interpreter testing and evaluation, consumer training and education, and regional specialist services. Responsibilities include interpreting federal and state laws and regulations, and department policies and rules as they apply to service delivery; development and implementation of programmatic strategic plans; policy and program development, evaluation and performance monitoring; executive level reporting; establishing goals and objectives for the Office for Deaf and Hard of Hearing Services; ensuring that resources are appropriately acquired and effectively implemented in compliance with agency regulations and policies. Responsible and accountable for continuous improvement of customer service levels and executing the Assistant Commissioner’s goals and guiding principles. Works under limited direction with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions:
Establishes and maintains the DRS business and planning as a member of the senior management team, assisting the Assistant Commissioner and other DRS executives to devise plans and specific activities to accomplish visionary concepts outlined by the Assistant Commissioner. Provides information and counsel to DRS executives and management on deaf and hard of hearing services delivery trends and their impact. Provides overall program vision, leadership and strategic direction to the Office for Deaf and Hard of Hearing Services. Directs the overall planning, implementation, coordination and evaluation of Deaf and Hard of Hearing Services programs and policies to promote effective program administration and service delivery. Plans, implements and administers diverse programs to meet agency objectives. Makes major program management decisions impacting statewide agency operations, other state agencies and large numbers of clients and agency resources. Reviews and evaluates impact of proposed federal and state laws on program operations. Assesses and directs the evaluation of service needs of clients by defining target populations to be served and recommends the scope, content and quality of services to be provided at given funding levels. Coordinates service delivery issues with the DRS Assistant Commissioner. Coordinates the development of the Deaf and Hard of Hearing Services budget and Deaf and Hard of Hearing Services components of the Legislative Appropriations Request process in conjunction with the DRS Assistant Commissioner. Reviews and makes management decisions regarding budget and staff allocation for Deaf and Hard of Hearing Services programs administered. Advises the Assistant Commissioner on the status and progress of Deaf and Hard of Hearing Services programs and recommends methods for effective and efficient utilization of resources. Manages and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel and disciplinary actions, and scheduling and approving leave.
Knowledge Skills Abilities:
Knowledge of state and federal laws related to department programs, including section 504 of the Rehab Act, as amended, and the Americans with Disabilities Act, as well as the Texas legislative process; Skilled in strategic planning, executing and evaluating complex programs, rules, regulations, policies and procedures, and to make timely and effective decisions and produce results; Skill in management of department resources; Skill in working collaboratively and cooperatively with diverse groups; Ability to develop, implement, communicate and lead an organizational vision which integrates key state and program goals, priorities, values and other factors; Skilled in the principles of effective leadership, with the ability to promote and support creative thinking, various leadership styles; Ability to lead, implement and balance change and continuity to continually strive to improve customer service and program performance within the basic state government framework; Ability to implement and use new technology and work processes to enhance decision making; Ability to effectively communicate, explain, express facts and idea and negotiate with individuals and groups, internally and externally to the organization;
Registration or Licensure Requirements:
Initial Selection Criteria:
1. Graduate degree from an accredited college or university five years progressive management experience in a senior or executive management role. OR 2. Bachelor's degree from an accredited college or university plus seven years progressive management experience in a rehabilitation program. AND Experience with federal and state laws, regulations, policies, procedures related to consumer services programs, to include Deaf and Hard of Hearing Services, Vocational Rehabilitation, and Independent Living Services. Experience developing, monitoring and implementing strategic plans in providing program direction that increases effectiveness of direct service delivery programs for people with disabilities. Experience in working collaboratively and cooperatively with diverse groups. Experience in managing multiple and competing priorities. AND American Sign Language proficiency preferred.
